摘　　要：国门生物安全防控体系是为了防止外来有害生物、动植物疫病疫情传入而构建的一整套运行有效的防控措施和工作制度。本文总结了现有的国门生物安全防控体系框架,应用系统论的方法,分析了该体系的结构、构成要素和功能,分别从宏观管理层面和执行层面探讨了如何构建好国门生物安全防控体系。The country biosecurity system consists of effective measurements and working orders which prevent the alien pests and pests of animal and plant entering into our country. This paper summarized the framework of existing biosecurity system. On the basis of the system theory,the structure and constitute elements and functions of this system were analyzed,and the way of how to construct the system were also discussed from macro management and enforcement aspects.
