摘　　要：改革开放以来,我国政府与社会组织关系在演进过程中经历了忽视与默许、严格管理与控制、培育扶持与市场转型三个阶段。政府的培育扶持、社会组织去行政化、注重地方实际是我国构建政府与社会组织良性互动关系的成功经验。税收优惠政策难以落实、政社不分与多头领导、政府职能转移界限不清及选择性转移是构建政府与社会组织良性互动关系的不足之处。今后我国在政府与社会组织关系构建方面应妥善处理好三大关系:加强顶层设计与注重地方实际之间的关系,政府规划引导与尊重社会组织发展规律之间的关系,政府培育扶持与社会组织去行政化之间的关系。Since the reform and opening up, Chinese government and social organizations experienced three stages in the evolution of their relationships, from passively overlooking to strictly managing, then to actively supporting. In order to make positive contacts, it＇ s essential to make the advocating of government, the de - administrating of social organizations and the attention to the local available. Since there＇ re still some problems like taxes implement, multi - leadership and ill interaction between the government and social organizations, three sorts of important relationships should be appropriately handled, including the central and the local, the managing plan and the local reality, and the advocating of government and the de - administrating of social organizations.
