技术社会选择视阈下的CYCLADES项目

摘　　要：作为当代互联网发展的先导,Cyclades项目虽然最终下马,但其核心思想却成功启发了互联网协议创始人温特·瑟夫(Vint Cerf)和鲍勃·康恩(Bob Kahn),最终形成了Internet的TCP/IP协议。通过重点讨论Cyclades项目,勾勒项目兴起和衰落的社会选择路径,进一步揭示影响互联网技术在欧洲发展的政治、经济和科研环境等社会因素,揭开网络工程师与其他历史角色之间复杂的技术和政治关系。Despite of its failure,the Cyclades project,perceived as one of the pioneers in the field of Internet development,had successfully inspired Vint Cerf and Bob Kahn,the founder creater of Internet protocol,and its core idea eventually developed into the TCP / IP protocol. Considering this fact,this article focuses on the rise and decline of Cyclades project,trying to draw the outline of its paces on the social selection paths. Our purposes are to reveal the social factors which influenced the development of Internet technology in European,such as political,economic,and scientific research environment,and to figure out the complex technical and political relations among the network engineers and other historical roles.
