Factors Affecting the “Robustness” of Cross-border Water Pollution:An Empirical Analysis Based on Spatial Panel Data of EBA Model

摘  要:采用2004-2013年中国30个省际面板数据,在GIS技术支持下构建纳入空间因素的面板数据EBA模型,实证检验中国工业水污染空间溢出效应及其与经济增长的环境库兹涅茨曲线关系,进而研究工业水污染的"稳健性"影响因素。结果表明,各省工业水污染具有空间溢出效应;各省工业水污染与经济增长之间不存在EKC曲线倒"U"型关系;工业化水平、出口贸易、财政分权与工业水污染呈正向"稳健性"关系;自主研发知识存量、有效征收率、环境污染治理投资与工业水污染呈负向"稳健性"关系;文章据此提出相应对策建议。In this paper, the extreme bounds analysis(EBA) model including the spatial factors is built with the support of GIS technology, and then the empirical study on the environmental Kuznets curve (EKC) relationship between the industrial wastewater pollution and economic growth in China is car- ried out by adopting the panel data of China's 30 provinces from 2004 to 2013. Based on the spatial spillover effects and the EKC curve inverted "U" type test, the factors affecting the "robustness" of the industrial water pollution are researched. The results show that the industrial water pollution in Chinese provinces has spatial spillover effects. There is no EKC curve inverted "U" type relationship between the industrial water pollution and economic growth. There is a positive "robust" relationship between the industrialization level, export trade, fiscal decentralization and the industrial water pollu- tion, while there is a negative "robust" relationship between the independent R&D knowledge stock, effective tax rate, investment of environmental pollution treatment and the industrial water pollution. Some corresponding suggestions are also put forward.
