摘　　要：改革开放以来,我国民间资本的监督制度一直过于严格。我国民间资本供给充分,但大多处于游离状态。与此同时,国内民营企业对民间资本需求欲望强烈却常常陷入融资困境中。为此,我国应当在完善民间资本监管的基础上,建立健全民间金融组织的市场准入与退出机制,放松对民间资本的管制,给予私人产权以充分的发展空间,使民间资本在我国经济新常态下得以健康发展。Since reform and opening up,supervising system on domestic nongovernmental capital keeps strictly. There is a big supply of domestic nongovernmental capital,but most of them remains in a free-stuff. Meanwhile domestic private enterprises which scream for capital to develop their business are always facing with much financing difficulties. Thus,on the basis of per-fecting the supervision on the domestic nongovernmental capital,we shall establish and improve the access and exit mechanism towards the domestic financial market,promote the deregulation on nongovernmental capital,give full space to the development of private property rights,so that the nongovernmental capital can enjoy a sound development under China’s new normal.
