摘 要:结合铁路及城市轨道交通声环境影响评价实践,针对《环境影响评价技术导则声环境》修订,提出以下建议:进一步与国家相关政策、法规、标准、规范衔接;细化对应的规划环评内容要求;明确新建及既有铁路工程声环评内容的异同点;补充铁路建设工程变更声环评内容的具体规定;合理确定评价范围、现状调查监测方法及评价量等;建立铁路及城市轨道交通噪声源强数据库;补充完善铁路及城市轨道交通声环境预测模式及相关预测参数;分类明确铁路及城市轨道噪声防治措施原则等。Combined with practices on noise impact assessment of railways and urban rail transits, this paper put forward the followingproblems to be solved : further connecting to relevant national policies, laws, standards and specifications ; specifying the correspondingrequirements for planning environmental impact assessment; clarifying the differences and similarities of noise impact assessment for newlybuiltand existing railway construction ; supplementing the specific provisions of changing contents on noise impact assessment of railwayconstruction ; reasonably determining the scope of noise impact assessment, the monitoring method of current status investigation, theassessment value, etc. ; establishing the noise source intensity database of railways and urban rail transits; supplementing and perfectingthe acoustic environmental prediction model and relevant prediction parameters of railways and urban rail transits ; and clearly classifyingthe principles of noise prevention and control measures for railways and urban rail transits.
