摘　　要：基于公共管理视角,针对《申论》考试中高校毕业生成绩偏低的现状,探讨了《申论》和《公文写作与处理》在写作上的关联性,提出借《公文写作与处理》课程教学模式的改革,使其更适应《申论》考试的要求,以便高校毕业生能够顺利地通过《申论》考试,加入公务员队伍,更好地为公共管理服务。Based on the Public Administration for Essay Tests for Civil Servants in the low college graduates score situation,discusses the association between Essay Tests for Civil Servants and Document Writing and Processing in writing, which makes the course Document Writing and Processing by reforming teaching mode is more responsive to Essay Tests for Civil Servants requirements Thus college graduates can smoothly through the Essay Tests for Civil Servants, join the civil service in order to better service for the public administration.
