基于专利资料的海峡两岸创新系统成效检视

摘　　要：基于美国专利商标局2008-2009年核准的Utility Patent,采用多重专利指标检视海峡两岸整体创新表现及两岸创新成员的合作互动情况。研究结果显示:台湾地区在美国的专利布局表现优于大陆,但近年来大陆专利拥有量增长速度超过台湾;从专利布局看,两岸产业技术研究领域和研究重点基本一致;两岸企业特别是大企业,在创新系统中发挥着重要的创新主体作用,但两岸专利研发主体创新知识互动程度低,跨国的合作开发也非常有限。在全球化的趋势之下,面对开放式的创新思潮,两岸与国际的创新或知识互动应更加积极。Based on the utility patents approved by the US Patent and Trademark Office from 2008 to 2009,and by using multiple patent index,the overall innovation performance on both sides of the Taiwan Straits and the cooperative interaction of the cross-strait innovation members are examined.The research results show that：So far,Taiwan＇s patent layout in America has been better than that of the Chinese mainland,but in recent years,the growth rate of the mainland＇s patent ownership has exceeded Taiwan.From the perspective of patent layout,the cross-strait industrial technology research field and focus are basically consistent.For the cross-strait enterprises,especially large enterprises,they play an important role of innovation body in the innovation system,but the innovation knowledge interaction degree of the coast-strait patent research main body is low,and the multinational cooperative development is also very limited.Under the trend of globalization,in the face of open innovation ideas,the interaction between the cross-strait and international innovation or knowledge should be more active.
