三国两晋南北朝对南中地区经济治理考析

摘　　要：三国两晋南北朝时期,以云南为主的南中地区与内地已形成不可分割政治经济体。但仅有对南中地区的政治、军事治理而没有对经济治理的考察和讨论,难以全面反映和总结治理的总体情况和经验教训。本文按照各政权控制南中的历史时序,以南中地区的经济社会发展状态、各政权对南中地区的政治、军事治理为基础,横向主要从郡县民、大姓、少数民族及经济部门四个方面,纵向主要从组织形态和制度安排(包括贡纳、赋税、兵役、徭役制度)等方面,考察和讨论了各政权全国性一般经济治策在南中地区的执行,在南中地区的实行的特殊经济治策,及其这些治策对南中地区经济社会发展的影响。本文认为,尽管内地政权更迭频繁、战乱不断,各政权在南中难以实施更加深入的经济治理,大姓长期实际控制南中部分地区,对内地各政权的经济治理有一定干扰,但各政权一般性经济政策在南中总体上仍得到执行,并且顾及了南中特别是少数民族经济社会发展实际,但其中"汉重夷轻"的赋役政策及对大姓荫户的限制又成为汉民"夷化"的经济动因。In the period from the Three Kingdoms to the Southern and Northern Dynasties, Nanzhong Region and the interior of China formed an indivisible political-economic unit. So far, the academic research on Nanzhong has been limited to the aspects of political and military governance and has rarely touched on the economic governance, which can not completely reveal and summarize the governance and experience in that region. Based on the historical and socio-economic changes in the governance of Nanzhong by different regimes, as well as their political and military administration, this paper analyzes the implementation and impacts of the overall national economic policies and special policies in Nanzhong by the different regimes through a cross-sectional study from the aspects of local residents,influential families, ethnic groups and economic departments as well as a longitudinal study primarily focusing on the organizational and institutional arrangements which included tributes, taxes, military services, levy, etc.. This paper concludes that although their economic governance was not very effective in Nanzhong because of the frequent wars, the changing political powers, the influence of some local influential families and the interference of the interior regimes, on the whole the overall e- conomic policies of different regimes could be executed in Nanzhong. These policies took the actual situations of the socio-economic development of the ethnic minorities into consideration,while the favorable taxation policies towards the ethnic minorities and the restriction to the interference of the influential families were the economic causes for the acculturation of the Hans with the ethnic minorities.
