协商民主视域下公民参与公共气象服务的主要模式及推进方法探寻

摘　　要：当前我国公共气象服务领域的公民参与明显不足,需要探索公民参与的主要模式及推进方法。从理论上看,公民参与公共气象服务的主要模式有公益性参与模式及非公益性参与模式两大类,每一类均包含具体的参与形式。推进公民参与公共气象服务的具体方法有兴办社区学校、加强气象科普知识宣传、举办"共识会议"、加强网络互动平台建设、改善公共气象服务绩效评估方法、推进公共气象服务的市场化改革等。Being quite insufficient for citizens to participate in public meteorological service in China, it is necessary to explore the major modes and propulsion methods of citizen participation. Theoretically, the major modes of citizen participation in public meteorological service have two categories： public participation mode and non-public participation mode, each containing specific forms of participation. The specific propulsion methods of citizen participation in public meteorological service include such methods as actively establishing community schools, enhancing the publivity of meteorological science knowledge, holding ＂consensus conference＂, strengthening the construction of network interactive platform, improving the performance evaluation method of public meteorological service and promoting the reform of the marketization of public meteorological service.
