摘　　要：主办侦查员制度是司法责任制在侦查阶段的一种延展,其理论依据是警察自决权与权力的规范化运行理论。主办侦查员制度由1990年代以来的地方性探索,逐步演化为当前由中央统筹规划的改革方略。作为对制度建构的初步探索,主办侦查员制度的建构应遵循权、责、利相一致与比例性原则,并应首先对其职务定位、权限范围和隶属关系予以明确。The system of hosting investigators is a stretch of judicial responsibility system at the investigation stage. It＇ s based on the theories of right to self-determination of police and the standardization of the operation of power. The system of hosting investigators gradually evolved from the local explorations in the 1990s to the reform plans of overall planning by central government nowadays. As the preliminary explorations to the construction of the system of hosting investigators, it＇s construction shall be based on the principles of power-responsibility-favor in consistency and proportionality, and identify the position, scope of authority and subordinate relations of the system of hosting investigators first.
