摘　　要：突发偶发事件应急管理是实现考试公正、保障考生各项权益的重难点之一。本文结合《国家突发公共事件总体应急预案》中"分类、分级、分期"的思路和社会相关部门、组织的应急管理实践,提出了一种针对自学考试期间突发偶发事件应急管理流程的设计,包括窗口检索法、PSR模型和特征分区等基于特征要素提取的方法与机制。在此基础上,本文进一步分析了应急管理流程与考试信息系统结合的可行性与必要性,力图为国家教育考试系统应急管理模式的升级提供一种新的思路。Sudden accidental emergency management is of critical importance to ensure fairness and protect the legitimate rights of the participants of the National Self- Taught Higher Education Examination（NSHEE）.Combining with a law named the National General Emergency Preplans for Sudden Public Events,which contains concepts of＂classification＂,＂grading＂and＂staging＂,this article discusses procedures of sudden accidental emergency management for NSHEE,covering＂window retrieval method＂,＂PSR model＂and＂partitions of features＂,which are based on the method and mechanism of extracting features of elements. The article then analyzes the necessity and feasibility of incorporating the proposed procedures into the NSHEE information system,displaying a new way of thinking for upgrading the emergency management system for national education examinations.
