摘 要:指标到校是我国现行中考制度中的基本政策,通过教育机会的再次分配促进义务教育均衡发展是其核心价值诉求。尽管这一政策获得了明显的成效,但其价值诉求、资源配置方式和政策实效都存在着问题,这些问题导致指标到校政策产生了合法性危机和可持续性质疑。只有厘定指标到校政策价值的合法性和理性边界,并通过合理的制度设计推动政策自身的完善,指标到校政策才能真正有助于教育的发展,成为一个好的政策。Admissions opportunities distributed to school is a basic policy in the current system of the high school entrance examination, and its value appeal aims at promoting compulsory education balance through secondary allocation of education chances. Although the policy has achieve its reality efficiency, there are still problems in its value appeal, resources allocation methods and the subsequent effects, which lead to the legitimacy crisis and sustainability query of the policy. Only through distinguishingbetween the border of validity and rationality in the policy, as well as promoting the improvement of the policy itself with the reasonable system, can the policy really help the development of education.
