摘　　要：随着全球经济一体化的发展，世界各国高等教育的国际化进程也在不断加强。为了顺应时代的要求，哈萨克斯坦于2010年3月加入了博洛尼亚进程，并对高等教育领域进行了一系列改革，以推进高等教育的国际化。哈萨克斯坦先后发布了《2007教育法》、《2005-2010年哈萨克斯坦国家教育发展规划》和《2011-2020年国家教育发展纲要》等重要法规及政策，积极开展国际合作办学，设立海外办学政府奖学金，参与欧盟“坦帕斯项目”和“伊拉斯谟计划”，积极开展与中国的高等教育交流与合作。目前，在国际化进程中，哈萨克斯坦高等教育还存在资金、质量、人才结构、人才流失以及教育信息化等方面的问题。With the development of global economic integration, internationalization of higher education has been strengthened worldwide. In order to comply with the requirements of the times, Kazakhstan joined the Bologna Process in March 2010,and implemented a series of reforms to promote the sector of internationalization of higher education. Kazakhstan has issued ＂the 2007 Education Act＂, ＂the National Education Development Program in 2011-2020＂and ＂the 2005-2010 Kazakhstan National Education Development Plan＂and other important regulations and policies. These are to actively carry out international cooperation in running schools, set up a government scholarship to participate in the European Union Tempus Project and Erasmus Mundus, and actively promote exchanges and cooperation with China＇s higher education. At present, the process of internationalization and higher education faces the problems of finance, quality, talent training, the brain drain and education informatization, etc.
