摘　　要：人才是科技创新的核心,高层次人才是科技创新的关键因素,稳定的优秀青年人才队伍是科技创新的基础动力。文章分析了引进高层次人才遇到的问题,列举了引进高层次人才的科学有效措施,提出了建立现有青年人才培育的机制,并阐述了构建可持续壮大的科技创新人才团队的方法,如逐步构建结构合理的科技创新团队、优秀团队整体引进等,以期为科技创新单位推进人才队伍建设提供参考。Talent is the core of scientific and technological innovation, and high level talent is the key factor in scientific and technological innovation, so stable outstanding young talent team is the basic power of scientific and technological innovation. Problems in introducing high level talents were analyzed in the paper. Scientific and effective measures for introducing high level talents were listed. It was pointed out that mechanism of breeding current young talents should be set up. Methods of constructing sustainable growing scientific and technological innovation talent teams were discussed, such as constructing a proper structured scientific and technological innovation talent team step by step, introducing a whole distinguished team. These will provide references for scientific and technological innovative units to promote talent team construction.
