摘　　要：依据《中华人民共和国合同法》《中华人民共和国电子签名法》等法律法规和相关法条法理,研究如何才能够切实做到规范医学论文网络投稿程序,重点讨论医学论文电子稿件的证据效力及有效认证问题,同时阐述医学期刊单位应据实、积极构建适合该期刊应用的合法、科学、有效、实用的网络投稿程序及管理模式。According to the Contract Law of the People＇s Republic of China,the Electronic Signature Law of the People＇s Republic of China, and other related laws and regulations, this article researched how to regu- late the program of network submission of medical papers effectively. The article focused on the problem relative to the evidence effect and valid certification of electronic medical papers manuscript. Meanwhile, the article also could shed light on that the medical journals agency should actively establish a lawful, scien- tific,effective and useful submission process and management mode that is applicable to medical journals.
