对《国际体育教育、体育活动与体育运动宪章》的解读与思考

摘　　要：为及时传递和解读世界各国对于体育教育和体育运动形成的共识,增进国内学界对体育运动的理解,以《国际体育运动宪章》为研究对象,运用文献资料等方法,对1978年、1991年和2015年颁布的3个版本的《国际体育运动宪章》进行介绍,并对最新版本进行详细解读。研究分析并诠释了《国际体育运动宪章》传递的4个方面的核心内容:1)参与体育是一项基本人权;2)对体育安全风险的多重理解;3)对终身体育理念的持续强调;4)体育对社会发展的多样作用。此外,研究还认为:1)我国全面落实依法治国的背景与《国际体育运动宪章》的内在理念相契合,应将"人权"作为我国体育发展的一个重要逻辑起点;2)基于该起点,我国体育事业今后应当将提高残疾人的体育保障作为一项重要内容并放在突出位置;3)体育竞赛应当作为我国学校体育工作的中心,它既是贯彻和实现"终身体育"理念的重要路径又与目前国际上体育教育的主流理念相吻合。In order to transmit and read the consensus of physical education and sport in many countries and deepen domestic scholar＇s understanding on sport,this paper introduced three versions＇ International Charter of Physical Education,Physical Activity and Sport published in 1978,1991,and 2015 and made a detailed explanation about the latest version by the method of literature review. The charter has four core contents： 1） Sports participation is one of the basic human rights; 2） Multiple understanding about sports safety risk; 3） Continual emphasis lifelong sports idea; 4） The diversified effects of sport on society. Suggestions： 1） The background of implementing governing the country by laws and intrinsic idea of the charter are matched with each other. Human rights should be an important logical starting point for China sports development; 2） Based on the starting point,China sport should improve disabled people＇s sports and put it in a prominent position; 3） Sports competition should be the center of China school physical education which is an important way to realize lifelong sports idea and match present front international mainstream conception.
