区域治理合作的困境与突破——基于组织社会学的视角

摘　　要：近年来,随着科技的发展和市场经济的深入推进,区域一体化逐渐增强,同时区域公共治理问题却凸显出来。如何有效促进区域治理合作、实现区域治理现代化,成为当今亟需解决的重要课题。组织社会学在场域、组织和制度方面都蕴涵不少有价值的思想观点,对区域治理合作具有很好的理论借鉴意义。从组织社会学的视角审视,区域治理合作要走出当前的困境,需要努力做好以下几个方面的工作:重塑价值理念,构建合作共享导向的组织场域;完善组织机构,建立科学高效的合作机制;健全制度规范,提供保障合作有效实现的基础。How to effectively promote regional governance cooperation and achieve regional governance modernization,has become one of the key subjects to be solved. The organizational sociology has some valuable ideas on the field、organization and system,which have a good theoretical reference for regional cooperation governance. From the perspective of organizational sociology,the following measurements must be taken in order to solve the current difficulties of the cooperation of regional governance： reshape the values so as to build the cooperation-oriented organizational field; improve the organization to establish scientific and efficient cooperation mechanism; and improve the legal system in order to provide the reliable foundation for the effective implementation of cooperation.
