中国国有企业特殊社会责任评价体系研究——一个分类推进改革的新标准

摘　　要：中国国有企业在社会经济发展中不仅仅扮演了一般企业的角色,更承担了国家所赋予的特殊使命与责任。中国国有企业社会责任,包括企业的一般社会责任和特殊企业社会责任。目前,分类推进国有企业改革对国有企业提出了新要求,国有企业社会责任信息披露和企业社会责任评价体系要与国有企业分类改革的新标准相适应。本文结合已被广泛应用的中国有企业社会责任评价体系,根据中国国有企业社会责任的新要求和基本内容,提出了中国国有企业特殊社会责任评价的一个新标准和评价体系。并有针对性地提出了四点政策建议。Chinese State owned enterprises not only take the general responsibility, but also take the special duty and role given by the state. Its function and mission have determined what kind of the responsibility the state owned enterprises need to take. This paper is focused on the basic concept of the Assessment System of Chinese State Owned Enterprises＇performance on Social Responsibility. It’s not only the core of how toestablish an Assessment System of Chinese State Owned Enterprises,perfoimance on Social Responsibility,but also the foundation and premise of State Owned enterprises , information disclosure and communication.
