摘　　要：作为中日关系的重要组成部分,民间交往对两国关系的稳定和发展发挥着重要作用。但近年来中日关系出现了政治关系持续冷淡、经济关系作用下降等特点,使得传统外交手段的作用受到来自国内和国际的双重挑战。为防止两国关系的持续恶化,积极推动中日民间交往,改善两国民众对彼此的认识,变得必要而迫切。针对目前两国民间交往中的不均衡趋势,不仅需要中国重点加强旅游和文化等关键领域中的交流,更需要完善相关规则和法律,推动民间交往的制度化和常态化发展。As an important component of Sino-Japan relationship, Non-government exchanges play very important role in the stability and development of the relationship between the two countries. In re-cent years, Sino-Japan relationship witnesses the continuously gloomy period and the function of economic relationship decreases, which leads to the fact that the traditional diplomatic means are facing both domes-tic and international challenges. To prevent the continuous worsening of the relationship, it is urgent to ac-tively promote the non-government exchanges and improve the knowledge about people from both sides. Facing the imbalanced situation in these exchanges, it is necessary for Chinese part to foster the exchanges in some key areas like tourism and culture and to perfect the related regulations and laws, thus promoting the institutionalization and normalization of non-government exchanges.
