高校突发事件应急管理中的法律运用刍议

摘　　要：高校突发事件应急管理中的法律运用是依法治校的关键所在,也是校园安全建设的重要保障。一般来讲,影响高校突发事件的因素是多方面的,而加强高校突发事件应急管理所采用的法律手段也是多层面的。因此,多角度构建高校突发事件高效管理的预防和处置系统,进一步强化组织领导并健全工作机制,从法律认知层面防范高校突发事件,促进平安校园建设有序运行,是新的历史条件下高校管理的一个重要维度。The application of law in managing unexpected events at universities is the necessary requirement of managing the state by law and the key to run the university by law. It is also the important guarantee for compus safety. Generally speaking,there are many factors leading to unexpected events at colleges and universities while the legal means to reinforce the energent management of unexpected events are also varied. Therefore,it is an important dimension of university management to construct prevention and treatment mechanism of efficienty management of unexpected events at universities from different angles,to further strengthen organisational leadership and working mechanism,and to prevent to occurrence of unexpected events from legal cognition and promote the smooth operation of establishing safe campus.
