摘　　要：福利竞赛是指在政府的推动下社会福利体系呈现的盲目扩张和无规则攀升趋势。目前福利竞赛表现为社会福利水平的快速提升,社会福利体系不断扩张,社会保险项目福利化倾向明显。福利竞赛导致福利规则体系遭到破坏,市场作用空间被限制、挤压。为了应对福利竞赛,应加强对社会福利经济适应性进行评估、注重建立福利制度的规则体系、发挥市场机制的作用以及强化福利制度程序正义的建设。Welfare competition was considered to be a blind expansion and irrational rising tendency on welfare with the government＇ s enforcement and pushing. Currently, welfare competition manifests as a rapid increase on welfare level, continuously expanding of welfare system, tendency towards welfare project of social insurance. Welfare competition has resulted indegencrating on welfare system construction and limiting the market mechanism operating space. To tackle the challenges facing welfare competition, we must evaluate the adaptation of the welfare to the economic development, build the system of welfare rules and emphasize the market mech- anism and procedure justness.
