基于SWOT-ISM分析法的河北省新型职业农民培育工程发展策略探讨

摘　　要：笔者采用SWOT分析法分析河北省新型职业农民培育工程的发展策略,在此基础上,通过ISM分析法进一步分析,得到发展策略实施层级:第一层级为创新培育模式、市场化培育;第二层级为"两新融合"、京津冀协同、资源整合、完善培育制度体系;第三层级为城乡社会保障均等化。其中第一层级是新型职业农民培育工程发展策略的最终目标,第二层级是第一层级的必然要求,第三层级是第一、第二层的基本条件。通过对河北省新型职业农民培育工程的发展策略的探讨以期为加快培育进程提供借鉴。This author uses the SWOT analytical method to analyze the development strategy for the cultivation project of new type of professional farmers in Hebei Province,then uses an interpretative structural modeling( ISM) method to analyze and obtain the implementation levels of development strategy,which include that the first level is to innovate the nurture mode and cultivate in the market; the second level is the fusion of new agricultural business entities and new type of professional farmers and the coordinated development of Beijing,Tianjin and Hebei province to integrate resources and perfect the cultivation system; the third level is the equalization of urban and rural social security. Wherein the first level is the ultimate goal of the development strategy for the cultivation project of new type of professional farmers,and the second level is the inevitable requirement of the first level,and the third level is the basic conditions of the first and second levels. This author makes the discussion about the development strategy for the cultivation project of new type professional farmers in Hebei province,with a view to providing a reference for the cultivation of the process.
