摘  要:在当前经济增长放缓、财政支出收紧、公务员经济性薪酬增长受到刚性约束的背景下,加强对艰苦边远县乡机关公务员非经济性报酬激励尤为重要。调查发现:艰苦边远地区基层机关工作负荷较重,公务员编制紧张;艰苦边远地区县乡机关公务员报酬激励取得一定成效,但仍有不足。应采取放松过严的编制控制、增强工作本身的内在报酬激励、建立完善的绩效认可机制、引入工作生活平衡实践、增加培训与职业发展机会等手段,加强其非经济性报酬激励力度。It is an important issue that the non-financial compensation incentive of the county and township authorities' civil servants working in hard and remote areas should be strengthened under the backgrounds of the slowness of current economic growth, the tightness of fiscal expenditure and the rigid constraint of the growth of civil servant financial compensation in China. Surveys show that the workload of basic government organs in hard and remote areas is heavy, with the shortage of the officially budgeted posts (Bianzhi) of civil servants, and that there have been still weaknesses in some achievements on the county and township authorities' civil servant compensation incentive, though little. In order to increase the intensity of the county and township authorities' civil servant non-financial compensation, the policy-making measures that the strict control on the officially budgeted posts of civil servants should be released, that the intrinsic compensation incentive in work should be strengthened, that the perfect recognition mechanism of performance should be established, that the work-life balanced management practice should be introduced, and that the opportunities of vocational skill training and development should be also improved, are supposed to be adopted.
