摘　　要：＂中国造纸装备2025＂的顶层详细设计已经开始,针对＂三化＂和＂五大工程＂,结合行业实际和现状,我们可以得到一个共识：供给侧结构性改革是实施＂2025＂的前提;＂强基＂是实施＂2025＂最紧迫的任务。通过＂结构优化＂和＂强基＂,为智能化、绿色化夯实基础,向价值链中高端攀升。大家知道,德国工业4.0在全球范围内引发了新一轮的工业转型竞赛,全球加快进入以智能制造为核心的智能经济时代。欧美、日本等国家加速制造业的回归,The top-level design of the 'China Manufacture 2025' has started. Aimed as the 'three conversions' and the '? ve projects' combining the real situation and the present of paper industry, one common that we can conclude: Supply-side structural reform is the premise of the 'China Manufacture 2025'; 'strong base' is the urgent mission of the 'China Manufacture 2025'. We can climb to the high-end of the value chain only by 'supply-side structural reform' and 'strong base'.
