摘　　要：从目前装卸作业存在问题、装卸作业改进措施及取得的效果方面分析哈尔滨铁路局铁路装卸作业现状,从经营意识、作业管理、人员管理3个方面提出进一步提升铁路装卸服务质量的对策,即转换经营理念、掌握市场行情、加强经营合作、加大装卸设备更新力度、完善装卸操作规程及作业标准、推进集装化运输、建立完善区域维修体系、推行增收节支、加强作业现场控制、完善收入分配和综合考核机制、提高装卸队伍的素质等,以不断提高装卸效率和服务水平。This paper analyses present situation of loading and unloading operation of Harbin Railway Administration through studying the existing problems, improvement measures and the results, and puts forward with countermeasures to further elevate quality of loading and unloading service from three perspectives of business consciousness, operation management and personnel management, namely, transforming operation ideas, mastering market situation, increasing operation cooperation, renewing loading and unloading facilities, improving operation procedure and standard, promoting container transportation, establishing regional maintenance system, increasing revenue and reducing expenditure, intensifying on-site operation control, improving income distribution and comprehensive assessment mechanism, and elevating personnel quality in order to increase efficiency and service quality of loading and unloading operation.
