摘 要:在影响国际人权法国内实施程度的众多因素中,一元论和二元论这一传统理论的影响正在减弱,人权文化和人权观念的影响日益突出。人权教育通过传播国际人权知识、培育关于国际人权的正确观念、建立普遍人权文化和鼓励不同层面的人权行动,促进国际人权法在国内的实施。在具体实践层面,既要充分利用我国现有的人权教育渠道和途径,也要积极推动国内教育和考试改革。此外,考虑到国际人权法的特殊性,在推动国际人权法教育时,还应牢牢把握国际人权法批准与实施过程中每一个适于人权教育的契机,其中最重要的是公约批准前后的讨论和实施中的定期履约报告制度。Among the factors which influence the domestic enforcement of international human rights law , the traditional monism and dualism are decreasing their ef fect , and the human rights culture and idea become increas-ingly prominent instead. Human rights education promotes the domestic enforcement of international human rights law by teaching international human rights knowledge, nurturing correct international human rights idea and univer-sal human rights culture and encouraging human rights actions. Practically speaking, not only the existing human rights education channels and ways should be made use of, but also the educational reforms should be actively promoted .In addition, considering the particularity of international human rights law, it is important to firmly grasp the chance suitable for human rights education in the approval and implementation process of international human rights law, especially the discussions before and after the approval and the regular national reports.
