普通高校实施体育资源一体化的理论构想与政策建议——以重庆大学城为个案

摘　　要：运用文献资料、实地调研、专家咨询等研究方法,以重庆大学城作为个案,对我国普通高校实施体育资源一体化的理论构想与政策建议进行了探讨。首先,对大学城体育资源一体化的相关概念进行了阐述,就重庆大学城体育资源一体化的内容及其特点进行了梳理,并从5个方面分析了我国普通高校实施体育资源一体化的意义与价值;其次,根据重庆大学城体育资源现状及利用效率来看,重庆大学城体育师资力量的职称结构、学历结构和年龄结构分布较为合理,运动技能水平较高,赛事与教学实践指导经验较为丰富。但各高校的办学模式仍相对传统,多以寄宿制管理为主,都是按照自给自足的目标来配备体育教师。运动场馆与体育器材设施在各高校分布严重不均衡,仅是满足于学校师生的健身需求,大众健身的主要功效未能充分发掘。运动场馆和体育器材设施的闲置率非常高。最后,围绕6个方面提出了普通高校实施体育资源一体化的理论构想与政策建议,以期能为相关部门提供决策参考。Using Chongqing university town as object,this research put forward some theoretical ideas and policy suggestions for China college sports resource integration by the methods of literature review,field investigation,and expert interview. This paper first explained the related definitions about university town sports resource integration,combed the contents and features of sports resource integration of Chongqing university town,and analyzed its five aspects values in China. Then,according to situation and efficiency of Chongqing university town＇s sports resources,this study thought that title structure,degree structure,and age range of its sports teacher are in a good condition. They have a high sports skill and rich event and teaching experiences. But the teaching models of these colleges are still old,most colleges are boarding management and hiring sports teacher by self-sufficiency.Sports venues and equipments only satisfy teachers and students＇ fitness need and do little to mass fitness,and they are imbalance in colleges. There is a high vacancy rate of sports venues and equipments. Finally,this paper put forward some theoretical ideas and policy suggestions to college sports resource integration from six aspects,and hoped to provide a reference for decision making.
