供给侧改革的微观层面的理论解析与机制构建——兼论东北国有企业振兴策略

摘　　要：中国经济进入新常态是不以人的意志为转移的,是我国经济发展阶段性特征的必然要求。认识新常态,引领新常态,适应新常态,就成为今后经济发展的大趋势。在新常态的经济形势下必须要进行供给侧改革,调整供给结构,增强经济发展的动力,尤其是要进行经济体制和政治体制的改革,规范和约束政府行为,把政府的权力关在制度的笼子里,使政府依法行政,激发企业技术创新的动力,使企业真正成为创新的主体。东北老工业基地国有企业的振兴必须要重视企业内部知识、学习效应和企业组织变迁的分析,确立国有企业内部的有效的惯例制度,建立和完善以市场为导向的微观制度环境,逐步把国企打造成一个具有自主创新能力的企业组织。The Chinese economy has entered a new normal, which is not the will of the people, but the inevitable require- ment of the characteristics of the stage of economic development in China. Understanding the new normal, leading the new normal and adapting to the new normal has become the trend of economic development in the future. In the new normal economic situa- tion we must carry out supply side reforms, adjust the supply structure, enhance the motive force of the economic development, especially to the reform of economic system and political system, standardize and restrain the behavior of the ＇government, the powers of government in the cage system, the government administration according to law, and force to stimulate technological in- novation of enterprises, to enable enterprises to truly become the creativity of the subject. Revitalization of state-owned enterprises of the northeast old industrial base must pay attention to analysis of the enterprise＇ s interior knowledge, learning effect and trans- formation of enterprise organization, establish the system of effective practice in the state-owned enterprises, establish and perfect the market oriented micro system environment, and gradually make the state-owned enterprises a business organization with the capability of independent innovation.
