摘　　要：日本临时行政调查会注意吸收民间经验丰富、学识渊博和具有一定声望者组成专家智囊团,为政府行政改革出谋划策。20世纪80年代日本的行、财政改革,是实施第二次临时行政调查会答询报告的结果。临调机能的发挥,是组织人事上知人善任、人尽其才,政府与执政党"最大限度地予以尊重"决策方式的形成以及宣传报道上非公开与舆论因势利导的结果。the temporary administrative meeting in Japan paid attention to the absorption of the folk experts think tank who were experienced, knowledgeable and had certain popularity to help the government administrative reform. In the 1980s, Japanese administrative and financial reforms were the result of implementing the report of the 2rid temporary administrative meeting. The function of temporary investigation is to discover the able people and put them at the suitable posts and let everybody fully display his talents, which was the results of the government and the ruling party＇s decision-making way formation of ＂utmost respect＂ and the improvement the occasion by public opinion.
