摘　　要：目的通过开展基于Kaiser模型的灾害脆弱性分析,制定和完善医院各项应急预案,为突发事件的处置做好准备,促进医院应急管理,提升医院应急能力。方法应用Kaiser模型,选定相关领域专家,经过两轮德尔菲法,明确符合医院实际,科学适用的脆弱性分析指标,经过问卷调查和计算,得出医院可能发生的突发事件的风险值并排序。结果经分析,排名前十位的风险事件为医闹/暴力医疗纠纷、信息系统故障、医疗风险差错、医院感染爆发、电力故障、网络舆情事件、药品安全危害事件、职业危害、内部火灾、电梯意外事件。结论正确认识Kaiser模型与应急预案之间的关系,以脆弱性分析结果为指导全面完善应急措施,以Kaiser模型基础,在全院各部门开展脆弱性分析,与管理工具相结合,全面提高医院应急处置能力。Objective To Formulate and improve the hospital emergency plan and make better preparation for the emergency events by hazard vulnerability analysis which based on Kaiser model,and to promote hospital emergency management,improve hospital emergency response capacity. Methods Based on Kaiser model and to filter risk factors by Dephi method,to get the relative risk and rank by questionnaire survey and calculation. Results The top ten emergency risk events in hospital contained violent event,information system problem,medical malpractice,nosocomial infection,electric malfunction,network consensus,emergency drug- security accident,occupational hazard,fire disaster,elevator accident. Conclusion To understand the relationship between the Kaiser model and the emergency plan correctly,and to formulate emergency measures guided by the vulnerability analysis,to develop general vulnerability analysis in all departments,combined with the management tools,to improve the ability of hospital emergency disposal.
