摘　　要：目前我国高等院校科研项目延期问题较为严重,这直接影响着高校的整体科研水平、项目资助率甚至学校声誉。然而,在项目的申报、评审、立项、中期检查和结题验收等各个环节均存在着影响项目延期的因素。为更好地防范和杜绝项目延期现象,必须将当前突出问题的解决和长远机制的构建并行和统一起来。既要着眼于科研道德、科研诚信等软环境的构建与优化,又要注重项目评审、中期检查、绩效考核、职称评审及诚信制度等硬措施的实施与监管。The postponed projects in scientific research are on the rise throughout the colleges and universities, which deeply affect the quality of research, the proportion of project financing and even the prestige of the whole school. While the application, review, project determination, intermediate inspection and final measurement as well as other sections are responsible for the postponed projects. In order to effectively suppress this phenomenon from further spreading, the solution of prominent problems in current and construction of prevention mechanism in long-term should be implemented simultaneously. In one hand, it should focus on the establishment and optimizing of soft environment such as morality and integrity of scientific research. On the other hand, the implementation and supervision aiming at the rigid rules such as project evaluation, intermediate inspection, performance assessment, professional title appraisal and credibility system and so on should be seriously conducted.
