高校构建“三不腐”有效机制研究

摘　　要："不敢腐、不能腐、不想腐"的"三不腐"有效机制,是坚决遏制和预防腐败现象的目标和方向,对高校落实党风廉政建设"两个责任"、依法治校、提高人才培养质量具有重要意义。高校构建"三不腐"有效机制,要通过发现问题、严肃惩治、公开曝光,形成"不敢腐"的惩戒机制;通过大学章程、制度体系、保障监督,形成"不能腐"的防范机制;通过党性教育、干部管理、廉洁文化,形成"不想腐"的自律机制。The effective mechanism of 'three non-corruption ',that is 'Not dare to corrupt,unable to corrupt,unwilling to corrupt',is the goal and direction tore solute curb and prevent corruption. It is of great importance to put the 'two responsibilities'of construction of honest administration into effect,manage the university according to law and improve the talents fostering quality. The effective mechanism of construction of 'three non-corruption'evolved into disciplinary mechanism of 'Not dare to corrupt ' through discovering problems, serious punishment,public exposure; it evolved into prevention mechanism of 'unable to corrupt 'through the university rules,system and security supervision; it evolved into self-discipline mechanism of 'unwilling to corrupt'through the spirit of Party education,cadres management,and clean and honest culture.
