社区灾害风险管理中政府与社会组织的博弈与合作途径初探

摘　　要：针对政府和社会组织在社区灾害风险管理中应发挥的功能作用,首先界定了政府和社会组织的角色,随后建立博弈模型模拟分析政府和社会组织的博弈关系,再结合四川省都江堰市项目案例的成功经验,提出政府购买服务以促进双方合作的救济途径.Functions and roles of government and NGO in risk management of community disasters are ascertained. Game model simulation analysis of government and social organization was established. The successful experience of Dujiangyan province Sichuan was analyzed. It is proposed that government could purchase services, to promote cooperation between the two.
