摘　　要：厘清农户参与村庄集体行动的逻辑,对农村公共事务治理效果的提升有重要的理论及实践意义。本文基于社会资本与收入差距双重视角,利用河南、宁夏、陕西3个省份180个村庄的微观数据,以农户参与小型农田水利设施维护为例,采用双栏模型,实证分析农户参与村庄集体行动的影响机理。研究表明,社会资本与结构型社会资本对农户参与村庄集体行动的意愿及程度均有显著的促进作用,收入差距与农业收入差距对农户参与村庄集体行动的意愿均有显著的促进作用,但对其程度均有显著的抑制作用。交互作用分析发现,社会资本能显著地减弱收入差距对农户参与村庄集体行动程度的消极影响。基于此,本文结合当前农村制度环境及发展要求,从完善农村基层公共政策体系、搭建农村公共事物治理平台及创新小型农田水利设施建设机制等方面给出相关政策启示。The objective of this paper is to illustrate and examine the influence of social capital and income inequality on farmers' participation in the village collective action. This paper adopts a double hurdle model to analysis the impacts of overall social capital,of structural and cognitive social capital,of overall income inequality,of agricultural and nonagricultural income inequality,and of the interactive effect between social capital and income inequality,using a sample of 180 villages in three provinces of Henan,Ningxia,Shaanxi in rural China and based on farmers' participation in the maintenance of small irrigation systems. The results showed that,both overall social capital and structural social capital have significantly positive influence on the willingness and level of farmers' participation in the village collective action,and both income inequality and agricultural income inequality have significantly positive influence on the willingness of farmers' participation in the village collective action,but the directions of the influence on the level are opposite. Interaction analysis found that,social capital can significantly weaken the negative impact of income inequality on the level of farmers' participation in the village collective action. The key limitation of the study is that the data can't reflect the dynamic changes and represent the whole situation in China of farmers' participation in the village collective action. This paper is the first to examine the impacts of social capital and income inequality on the willingness and level farmers' participation in the village collective action in rural China,which provides a new perspective or path to study the village collective action. Its findings are of great policy relevance-fostering and very meaningful to enhancing the effect of rural public affairs governance.
