摘　　要：工业化、城镇化正在消解传统乡土文化的经济和社会基础,流动家庭、留守家庭瓦解了家元共同体的联系纽带和生活方式,使村庄的家元共同体文化蜕变为族阈共同体文化。在"乡土不土""乡亲不亲"文化变迁背景下重构乡村治理文化,需以个人文化认同的重构为基石和重点,从个人、社区、国家三层面共同推进。后农业税时代的乡村治理面临利益整合、权力重构、文化认同、社会和谐、生态治理五大问题,推进农村社区综合改革,既要重视"物"的建设,大力改善农村生产生活条件,最大限度实现和维护社区居民共同利益,又要重视"人"的改造,强化社区文化教育,实现新农村社区治理文化现代化。通过"精准重构"乡土文化,推动村庄族阈共同体文化向合作共同体文化转型。Industrialization and urbanization deconstructed the economic and social foundation of traditional local culture. Migrant home and left-behind home collapsed the relation link and life style of the family community so that the family community culture changed to the clan community culture. Under the background of ＂rural society not rustic＂ ＂folks not kinsfolk＂ culture changes, we should reconstruct the rural governance culture from three aspects： the individual, the community and the country, and we should put the reconstruction of individual cultural as the foundation stone and emphasis of rural culture reconstruction. The rural governance in the post agricultural tax period faced five major problems, such as interests integration, power reconstruction, cultural identity, social harmony and ecological governance. In order to promote the comprehensive reform of rural community, on the one hand, we should attach importance to the construction of the ＂object＂, greatly improve the production and living conditions in rural areas, maximize the realization and safeguard the common interests of community residents, on the other hand, we should attach importance to the transformation of the ＂people＂, strengthen community culture and education, and realize the modernization of the new rural community governance culture. Through the ＂precise reconstruction＂ of local culture, we should promote culture transformation from the clan community culture to the cooperative community culture.
