基于事件的信息传播动态监管策略研究

摘　　要：如何采取有效的监管策略对网络事件进行处置是互联网监管部门面临的重要问题。本研究从信息源、话题、事件三个层面,逐层剖析网络事件的特征属性,在此基础上提出"扩散指数"这一指标,分为用户指数、传播指数、关注指数三个维度,对事件进行分级。针对事件信息传播的特征属性分析了可能的监管策略,在静态策略的基础上,结合事件分级制定了动态监管方案。通过"非法出版物"事件实例对方案进行了验证,结果表明动态管控策略方案有效可行。How to choose effective supervision strategies to manage network information security event is an importantproblem. The study features attribute of network information security event from the perspectives of information sources、thetopics and the event layer by layer, and proposes the index of diffusion to classify the event. Diffusion index constitutes ofuser index、communication index and concerned index. The study analyzes the possible supervision strategies based on theattribute of network information diffusion, and designs dynamic supervision scheme based on static strategies which unitesthe hierarchy of the event. The effectiveness and feasibility of the scheme is verified by a case of＂unlawful publications＂.
