基于学生体验的英国高等教育质量评价——“全国大学生调查”的形成、体系与问题解析

摘　　要：英国"全国大学生调查"(NSS)始于2005年,是英国高等教育质量保障体系的组成部分之一,是一种以学生为主体的注重学生学习经历与体验的质量评价工具,旨在通过系统收集应届本科毕业生对其学习体验评价的相关数据,为大学入学申请和高校内部质量改进提供必要的信息帮助。"全国大学生调查"的质量评价内容包括课程教学、评价与反馈、学业支持、组织与管理、学习资源、个人发展和总体满意度7个方面,涵盖22个具体调查问题,最终形成全国NSS数据库和各院校的NSS数据库。该调查在英国院校间具有一定影响力,为英国高等教育质量保障提供了新的视角。但在调查设计本身、实施过程中和调查结果的使用上存在争议。我国的高等教育质量保障体系也需要丰富与完善,通过对英国"全国大学生调查"的开展背景、内容、成效与问题的分析,一方面在我国的质量保障工作中,可以避免同类问题产生;另一方面,也为高等教育质量保障体系的完善提供新的思路和视角。The National Student Survey was established in 2005 and administered by the UK higher education quality assurance system. It was a student-centered quality assess- ment tool, focusing on students＇ opinions on the quality of their courses. The purpose of thi- sis tohelp inform the choices of prospective students and provide data that assists institu- tions in enhancing the student experience. There are seven scales of NSS, which are the teaching on my course, assessment and feedback, academic support, learning resource, orga- nization and management, personal development and overall satisfaction, covering 22 ques- tions in detail. The UK funding bodies need to make sure that the NSS data is high quality, and that students who complete the survey have not been influenced by their institution to respond in a certain way. Colleges and universities analyze data to enhance quality. The sur- vey has a certain influence between colleges and universities in UK. It provides a new per- spective for higher education quality assurance. But it＇ s controversial in the design of the survey itself, implementation process and the use of the result. Higher education quality as- surance system in China also needs to enrich. The analysis which is about the background, content, effect and problem in UK can provide new ideas and perspectives for the current problems.
