摘  要:完善城市街道办事处绩效评价系统对政府政策的落实和政府形象的塑造至关重要。鉴于当前我国城市街道办事处的绩效评价实践普遍存在缺乏战略导向、公众参与不足以及绩效评价指标体系设置不合理等困境,需要构建由顶层设计、战略性绩效评价体系和配套政策组成的分析框架。顶层设计包含城市街道办事处的使命、核心价值观、愿景和战略,战略性绩效评价体系包括绘制城市街道办事处战略地图、开发城市街道办事处平衡计分卡及制作城市街道办事处绩效评价量表三个步骤,配套政策主要探讨城市街道办事处实施战略性绩效评价体系时应注意的相关问题。通过树立科学的发展观和正确的政绩观、领导重视和公民参与等政策途径,可以有效完善城市街道办事处绩效评价系统。Improving the performance evaluation system of urban sub-district offices is crucial for theimplementation of government policies and the shaping of government image. The current performanceevaluation practice of urban sub- district offices is widespread lack of insufficient strategic orientation,public participation and irrational dilemmas performance evaluation system settings. Therefore, ananalytical framework consisting of top-level design, strategic performance evaluation system and supportingpolicies is constructed. The top-level design includes the mission, core values, vision and strategy ofurban sub-district offices, The strategic performance evaluation system includes three steps of drawing theurban sub-district offices strategic map, developing the urban sub-district offices balanced scorecard andmaking performance evaluation scale, the supporting policy mainly discusses the relevant issues thatimplementing the strategic performance evaluation system should pay attention to. Through theestablishment of the scientific concept of development and the correct view of performance, leadershipattention and civic participation and other policy channels, it can effectively improve the performance ofurban sub-district offices evaluation system.
