高校大学生创业扶持政策优化路径研究

摘　　要：创业政策是大学生创新创业活动的重要宏观环境。近几年来,我国的创新创业政策呈"井喷"趋势,其所影响下的大学生创业政策,显现出内容丰富、形式多样等特征,产生了积极的社会影响。但也存在横向上缺乏协调性、纵向上缺乏连续性、执行过程中缺乏操作性和监督评估不足等问题。应从增强政策的协调性、提高政策的可行性、扩大政策的受益面和提升政策的有效性等方面优化高校大学生创业扶持政策。For university students, supportive policies for entrepreneurship are important in making a good environment for innovation and entrepreneurial activities. In recent years, the number of such policies has been soaring. Influenced by this, supportive policies for university students＂ entrepreneurship have richer contents and a larger variety of forms, all having positive impacts on all partied involved. However, there are some problems as well. For example, the series of policies lack coordination and continuity. Meanwhile, when put into practice, these policies are found to be short of operability and supervision. Therefore, this paper suggests that we should optimize supportive policies for university students entrepreneurship in the following aspects： promoting coordination among policies, improving their operability, enlarging their benefit area and increasing their effectiveness.
