摘　　要：我国高水平大学缺乏世界一流大学的精神气质,其主要原因在于长期以来的政府主导发展模式,使得大学缺乏自主权,没有健全的现代大学制度。我国高水平大学向世界一流大学迈进过程中,要着力突破体制机制上的困境,处理好大学、政府、社会之间的关系,进一步理顺大学的外部管理体制;处理好行政权力与学术权力的分工,进一步完善大学的内部运行机制。In our country, the governments at all levels lead the developing models of the universities, so our high-level universi- ties are lack of world-first-class spirits and manners, self-deciding powers and complete modern university systems. In the process from high-level universities to world-first-class universities, we should correctly handle the relations between school, government and socie- ty, out-of-school management systems, academic power and administrative power.
