摘　　要：由省市属高校构成的地方高等教育,在推动经济社会发展上发挥了重要的历史作用,也肩负着不可替代的现实责任。面对当前复杂的形势,需要保持战略定力,坚定发展信心,直面现实问题,努力以创新思维和行动开创新的发展局面。Provincial and municipal universities,which constitute local higher education played the significant historical function in promoting economic and social development and shouldered the irreplaceable realistic reasonability. The current complicated situation requires proceeding strategic concentration,confirming development confidence,facing realistic problem and initiating the new development aspect through innovative thinking and execution.
