基于双边努力的产学研合作关系运作及其治理

摘　　要：如何防范产学研合作中由于信息不对称而导致的道德风险,激励和监督企业和学研机构投入合作的努力水平对产学研合作的长远发展具有重要意义。基于双边努力的视角来建立数学模型,对比分析产学研委托合作模式和协同合作模式中企业和学研机构的合作关系。在此基础上,设计治理产学研合作关系运作的相关机制,并以合作模式为纵坐标,其用信息不对称性和道德风险的强弱变化表示纵坐标指向;以治理机制为横坐标,其用合约规范性和自我规范性强弱变化表示横坐标指向,构建治理机制坐标框架图。最后,"长城水下—哈工程"案例对产学研合作关系进行了案例分析,对保障产学研合作关系有效运作具有理论和实践指导意义。How to prevent the moral hazard of industry-university-research cooperation due to information asymmetry among them, the supervision and inspiration of the degree of enterprise and universities＇ hardworking in the collaboration has great significance for the long-term development of industry-university-research cooperation. A mathematics model is built from the perspective of bilateral efforts. Then the cooperative relationship between enterprise and university is comparatively analyzed in the commission cooperation model and the collaboration model. On this basis, the governance mechanisms for industryuniversity-research cooperation relationship are proposed, and the frame diagram is built with cooperation models as a vertical coordinate, governance mechanism as a horizontal coordinate. Finally, the industry-university-research cooperation relationship is illustrated by ＂CCSX Company-Harbin Engineering University＂ industryuniversity-research cooperation industry-university-research cooperation. It is of significance to guarantee the effective operations in industry-university-research cooperation.
