摘 要:政策研究界普遍认为,印度的人才红利将成为该国未来最大红利和发展动力来源。本文基于对印度科技人才政策框架的理解,选择了其人才培养和对海外印度人才吸引这两方面的内容,分析了近年来印度科技人才政策值得我国借鉴的地方。本文的观点是,印度对科技创新人才的政策主要集中在人才培养和吸引两方面,即首先要在政策上大力完善科技创新教育和人才培养体系;其次要在国家层面上建立吸引海外族裔人群的相对统一集中的政策框架体系。It is widely believed by policy researchers that the demographic dividend will be overwhelming development dividend and biggest driving force for India. This paper summarizes the talent nurture and the attraction to talent overseas of India, upon which the major strategies and policies about India science and technology innovation (STI) human resources policies that could serve as references are analyzed. It is revealed that there are two implications for STI HR policy-makers in China: the policy of STI education and human resources nurture system should be perfected; and relatively unified and concentrated national policy frame system should be built to attract Chinese overseas.
