摘　　要：公共图书馆问责制的建构有其理论依据,也是公共图书馆治理能力提升的客观诉求。在公共图书馆问责制的框架建构中,公共图书馆必须基于问责的主体、客体、范围及其程序等基本要素,对"谁来问责"、"问谁的责"、"问什么责"和"如何问责"等一系列基本命题进行明确厘定。当前,面对公共图书馆相关法制体系建设相对滞后的客观背景,公共图书馆应重点做好有关问责的全面覆盖机制、多元参与机制、公开透明机制和文化引导机制的建构工作,以推进公共图书馆问责制不断走向完善化。The construction of the accountability system of public library has its theoretical basis,and it is also an objective demand for the improvement of public library governance capability.In the framework of the construction of the accountability of the public library,the public library must first based on the accountability subject,object,scope and procedures,clear＂whom accountability,＂＂ask whose responsibility,＂＂ask what kind of responsibility＂and＂how to accountability＂and other basic elements.At present,public library＇s related legal system construction is lagging behind,public library should focus on the construction of good overall coverage mechanism relating to accountability,multi-participation mechanism,open and transparent mechanism and cultural guide mechanism,in order to promote accountability of public libraries will continue to perfect.
