我国制造业技术含量演进的动力机制研究

摘  要:该文利用WIOD的40个国家1995-2011年的投入产出表,通过区分我国进口的中间品和国内生产的中间品,计算出中国14个制造业国内技术含量的变化动态,实证我国研发促进制造业的贸易转型和产品内技术升级的动力机制。研究发现,资本技术密集型制造业“两高一低”,即垂直专业化程度高、加工出口占比高、国内技术含量低;劳动密集型和资本密集型制造业“两低一高”,即垂直专业化程度低、加工出口占比低、国内技术含量高;目前,研发尚未有效发挥对中国制造业产品内技术升级和贸易转型的促进作用。产业创新体系应依据不同行业参与垂直专业化分工的程度,分析创新失灵机理,建立权变的政策目标及相应的政策工具。With the input and output data provided by WIOD, the paper calculates the trend of Chinese manufacturing domestic technology content by separating imported and domestic intermediates, and then make an empirical analysis of the driving mechanism of R&D to promote trade transformation and technology upgrades. The study finds that capital and technology intensive manufacturing industries have " two high and one low" features, namely the highest level of vertical specialization, processing exports accounting for the highest, and lowest domestic technology content. By contrast, labor-intensive or capital-intensive manufacturing has "two low and one high" features, namely the lower level of vertical specialization, export processing of low percentage, and higher domestic technology content. In addition, The Driving Mechanism of R&D has not been effectively coming into play. It is supposed to analyze the failure of innovation based on the degree of vertical specialization for different industries, and then establish contingency policy objectives and corresponding tools.
