摘　　要：[目的/意义]随着信息技术的发展和管理理念的转变,政府部门生成和采集的信息资源在种类和数量上都不断增长,并表现出不同的管理需求,有必要对政府信息资源进行分类,从而提高管理的针对性。现有的研究成果多集中于政府信息资源的内容分类,在管理重点的识别方面存在局限。[方法/过程]对现有政府信息资源分类方式进行梳理,对其中存在的局限性进行分析,在此基础上,提出基于功能分类的政府信息资源管理策略,对信息资源功能类别划分以及管理策略实施方法进行研究。[结果/结论]将政府信息资源划分为规则说明、事实描述、通讯记录以及外部证据等4个类别,阐述各个类别的管理重点,并构建基于信息生命周期的管理策略实施路径。将管理策略应用于商务部网站的管理实践,并提出改进建议。[ Purpose/Significance ] With the development of information technology and the evolution of management philosophy, the government has produced and collected more various information. Classifying government information resource is necessary to targeted management and better efficiency. Current research focuses on the content of government information resource, failing to recognize different management requirements. [ Method/Process] On the basis of analyzing the limitation of current ways of government information resource classification, a function-based classification strategy is proposed. The categories of information resource and the method of implementation are discussed. [ Result/Conelusion] The government information resource is classified into four categories, including rule-illustrating, fact-describing, communication-recording and external evidence, with different management emphases. An implement approach is proposed on the basis of information life cycle. The management strategy is applied to the website of Ministry of Commerce and suggestions are offered.
