摘 要:科技创新是影响全要素生产率变动的重要因素,文章梳理了福建省近十年来的科技创新脉络,并基于福建省1998~2014年的相关数据,采用DEA-Malmquist指数法计算福建省全要素生产率(total factor productivity,TFP),在此基础上计算研究与试验发展(research&development,R&D)的支出强度、人员全时当量和TFP的灰色关联度,表明R&D支出强度与TFP有更为紧密的关系。并进一步采用逐步回归模型研究三种R&D活动:基础研究、应用研究和试验发展对TFP的影响,表明试验发展对TFP的提升有显著的积极作用,也侧面反映了基础研究和应用研究投入不足和成果转化效率不高的问题。最后针对以上结论给出了一些分析和建议。Technology innovation is an important factor that affects total factor productivity( TFP).DEA-Malmquist index method was used to calculate the TFP in Fujian province during 1998 and2014. The grey correlation degree among R & D expenditure intensity,personnel full time efficiency( FTE) and TFP was calculated,which indicates that R & D expenditure intensity is closely related to the TFP. Moreover,the effect of basic research,applied research and experimental development on TFP was studied with regressive model,showing that R & D activity has a significant positive impact on the development of TFP. However,the insufficient investment and the low transformation efficiency of basic and applied research was reflected via the economical model analysis. Some policy recommendations were proposed.
