摘　　要：对非事业编制人员进行有效管理,建立并完善非事业编制人员的管理制度与措施,有利于调用他们工作的主动性与创造性。以计算机实验教学中心非事业编制人员管理为例,分析了计算机实验室非编制人员在管理中存在的问题,并就稳定性管理、应急性管理与激励性管理进行探讨,提出了适合计算机实验室建设与发展的管理制度和运行机制。To manage the staff unregistered in the government budget effectively in state-run institutions and to establish and improve the management system and measures of those staff can help to mobilize their work initiative and creativity.The paper deals with the management of those stuff in the Computer Experiment Teaching Center of Beijing Institute of Technology,and describes the problems existed in the management. Stability management,emergency management and incentive management are discussed. And the management system and the operating mechanism which is beneficial to the construction and development of computer laboratory are proposed.
