摘　　要：经过二十年多年的快速发展,我国已经成为当之无愧的互联网大国,网络也日益成为继地球这一现实空间之外的人类赖以生存的第二空间。但是,网络在给人类社会带来福祉的同时,也带来了不安全感。网络社会出现了诸多难以管控的问题,网络生态面临严重危机,具体表现为:网上维护稳定难度加大,网络隐私权受到严重威胁,网络违法犯罪剧增,网络安全面临挑战,网络文化渗透加剧。因此,加强网络空间治理,构建符合人民利益的网络生态空间,已成为各级地方政府面临的新课题、新挑战。With the rapid development of the internet more than twenty years, China has become a deserved internet power . The network has increasingly become the second space beyond the reality of the earth. However, the network brings the blessedness for human society. At the same time, it also brings a sense of insecurity. Network society has many problems that are difficult to control, such as network fraud, network rumors, network violence, network pornography and so on. The network is facing a serious crisis of ecology, such as： the difficulty of online maintenance is increasing; the right to privacy of the network has been seriously threatened; with the network increasing, the network security is facing the challenge, the network culture has been intensified. Therefore, strengthening the network space governance and constructing the network ecological space in accordance with the interests of the people, have become a new task and challenge for local governments at all levels.
